slow shutter 1/250th or slower (this varies on multiple things, speed of car, angle, light available, how much zoom etc,) pan with the car .. moving from the hips rather than the arms (arms = more chance of up/down motion, and all you want is side to side) keep the car in focus during pan and shoot. Depending on all the variables listed above and your shutter shutter speed - you'll get varying degrees of motion blur. there really is no "one" setting for getting that effect
